Vladimir Prus 4ac0bc3f06 Fix conditional usage requirements. Thanks to Ali Azarbayejani for bug 
report.

* new/property-set.jam
   (property-set.evaluate-conditionals): New parameter 'context'.

* new/property.jam
   (evaluate-conditionals-in-context): Renamed from 'evaluate-conditionals'.
   New parameter 'context'.

* new/targets.jam
   (basic-target.generate): Evaluate conditionals in usage-requirements.

* test/conditionals.py: Add test.
