Fix bug in calculation of initial guess in the incomplete gamma inverse. Fix illegal comment in inverse_gamma.hpp source file. Update docs to reflect tuple changes. Regenerate docs. Add Jamfile for the tools directory and make sure everything still builds cleanly. [SVN r65320]
