BUILD_TESTING is not seen when set from the calling CMakeLists.txt
file in external, and this causes a cmake target name collision if

486f294e32 always send messages to the public address the first time 
even if we received a direct address, since the recipient
might have lost a wallet cache, and restoring from seed/keys
would not cause that direct address to be recreated without
a message received on the public address
